Be it enacted by the members of the McGehee Congress
of the United States of America in Congress assembled.
Section1. Title
This act may be cited as the "Sexual Health and Freedom Act of 2008."
Section 2: Purpose
a.The purpose of this act is to restore global sexual health and freedom worldwide.
b.To rescind the Mexico City Policy
c.To restore funding to foreign family planning organizations that discuss and provide for legal abortions
Section 3: Eligibility
An organization is protected under this act if:
1. It is a foreign, non-governmental family planning organization
a. that receives federal funding from U.S. AID
b. that does not break the abortion laws of their country.
Section 4: Findings
a.78,000 women die each year from unsafe abortions
b.500,000 women die each year from pregnancy-related causes
c.It is estimated that these numbers could be reduced by 25% were family planning organizations to receive proper funding
d.The law was implemented to reduce abortion, but has increased it i.More unsafe abortions ii.Law is affecting availability of contraceptives
Section 5: Terms and Benefits
a.Family planning counselors may counsel abortion as a method of child spacing and dealing with unwanted pregnancy, but must also give information about and provide contraceptives i.May provide an abortion to all women who request one
b.Family planning organizations MUST counsel women who test HIV-positive about contraception and (if pregnant) abortion
c.Family planning organizations may lobby to change the laws of their country, but not break the laws of their country
d.5,000 dollars (in addition to regular funding) will be given to each organization, allocated for contraceptives, birth control counseling, and to extend from abstinence-only education
